To troubleshoot your issue, I would suggest you first add the download URL to Trusted Site for IE. As choose download option and select Report Builder. Generally, we can download Report Builder directly on report web portal in Reporting Service 2016. Did you use the same browser at both server and client side? Machine but couldn’t download it in client machine. In your scenario, what’s the version of Reporting Service are you using? Did you mean you encountered an error when you want to download Report Builder on report manager or report web portal (For 2016)? As you said you could download Report Builder in server
